Examination：

- The written examination is undertaken in a single session of 3.5 hours. No reference material is allowed in the examination (closed-book).
︱Practical Exam (1 Day in-person)
- 10 - 13 FEB 2026 (1 day in between)
- Exam is undertaken individually. Candidate will be able to access reference material during the practical examination. However, a range of play, sport and recreation equipment will be inspected and must be completed within a reasonable time.

Certification :
On satisfactory completion of the examination, proof of relevant insurance (public liability insurance) and signing of the RPII Code of Conduct. Your name will be entered onto the Register and your certificate, RPII Seal(s) and ID Badge provided. This indicates that the candidate is qualified to undertake Outdoor Routine, Operational and Annual and post-installation inspectors.

Eligibility and Enrollment process
Eligibility：
Professionals who develop, manage or maintain the safety of playground facilities in park, schools, hotels, housing estates, campsites or residential complexes. Applicants should also have the experience and competence listed below while applying for the course:
- A good working knowledge of playground inspections (e.g. carry out typical inspection or preparing the written report, etc). It is recommended the applicant already have carried out regular Operational inspections
- Understanding of all current applicable standards
- An understanding of how children use playgrounds and legal requirements for owner or operators of play facilities.

David Yearley is a Managing Director/ Head of Play Safety of RoSPA and the Chairman of RPII - the professional body for playground inspection – The Register of Play Inspectors International Limited. This body is endorsed by the Health & Safety Executive. He is qualified on this body at the highest level and undertakes training for safety inspectors on behalf of the body. He is also RPII Routine, Operational & Annual Level Trainer & Examiner.
In addition to his involvement with the professional body, he is a member of British Standards Institution (BSI) Technical Committee SW/65 on playground equipment standards and SW/136 for sports and recreational equipment. These committees also cover the provision of sports facilities though BS EN 15312 and roller sports (skate parks) through BS EN 14974 and inflatable play items through BS EN 14960. David was the UK's Principle Expert during the initial development and publication of the European Standard on roller sports (BS EN 14974)
Introduction
In response to the 2017 Policy Address, Hong Kong Government has undertaken a significant initiative to upgrade 170 children's playgrounds under the Leisure and Cultural Services Department (LCSD), introducing innovative playful and inclusive play equipment, many of which are designed to meet European standards.
Complementing these good works is the critical need for qualified, independent playground safety inspectors to ensure ongoing compliance with established safety standards. However, the current number of certified inspectors in Hong Kong is demonstrably insufficient to adequately address this demand.
To proactively address this skills gap, Playright has established a long-standing partnership with RoSPA (Royal Society for the Prevention of Accidents), a leading UK-based safety advocacy organization, to promote and advance expertise in playground safety inspection. Building upon the success of the Operational Playground Inspection Course (RPII Lv2) held earlier in 2024, we are pleased to announce the launch of the inaugural Outdoor Annual Playground Inspection Course (RPII Lv3) this October.
Objectives
Candidates who attend this course will be able to:
- Understand the relevant playground safety standards in EN1176, EN14974, EN 15312, EN 16630 and EN 16899 that apply to outdoor play facilities.
- Understand the methodology of Risk Assessment, theoretical knowledge and practical ability to identify faults and problems to the required standard.
- Know major measurement, test methods and the use of templates, probes, materials in play space environment.
- Understand the design and layout principles of play spaces
- Understanding of the major production and treatment processes.
- Demonstrate a reasonable knowledge of how to correct the faults, the different types, severity and frequency of accidents within the play space environment.
- Demonstrate a good knowledge of the various ranges and manufacturers of equipment commonly in use.
- Be able to develop effective documentation, recording and annual playground inspection report.
Content Details
Through the 5-month lecture and online study, the candidate will be required to demonstrate his/her competence within the following areas. The areas of knowledge required will be based upon the following.
High level of knowledge:
- EN 1176, EN 15312 and EN14974, EN 16630, EN 16899.
- Hazard based 'risk assessment' principles and procedures
- Knowledge of faults, problems within playground equipment and surfaces
- Inspection and record keeping, principles and methodologies
- Legislation relating to children's playground provision
- Impact Attenuating Surfaces
- The appropriateness of other surfaces found within play facilities
- Knowledge of faults, problems within ancillary equipment found in and around play facilities
- Playground design and layout
Medium level of knowledge:
- Knowledge of equipment production processes, protective finishes and treatments
- Principles and techniques involved in the maintenance and repair of play equipment and surfacing
- Knowledge of type, style, frequency and varying severity of playground accidents
- Understanding of the equipment ranges previously and currently installed
- Philosophy and principles behind a child's play needs
Low level of knowledge:
- EN 1177 Methods of test for Impact Attenuating Surfaces
